Passengers with special needs

Terms for transportation of certain passenger categories
1. Carriage of unaccompanied minors
Minors can be transported on international air routes both accompanied and unaccompanied by adults. Unaccompanied minors are those from 2 to 12 years of age that travel without parents or an adult trustee. After the request of parents or trustees the regulation can apply to minors under 16 as well.
Unaccompanied minors are accepted on board only upon presentation of a notarized power of attorney provided by parents or trustees and the Passenger Manifest with all details of such transportation.
2. Carriage of special categories of passengers
2.1. Special categories of passengers are those with physical disability recognized as such for medical reasons and also unable of moving on their own and in need of assistance during their stay at the airport, during boarding or disembarkation.
The following passengers fall under special categories:
- visually impaired passengers with a guide dog;
- passengers with hearing disabilities;
- passengers in a wheelchair;
- stretcher passengers with certain medical conditions.
2.2. Passengers of special categories are admitted for air transportation (according to Rules for Air Carriage of Passengers, Baggage, Cargo and Mail) under the following conditions:
- The passenger cannot have a dangerous, contagious disease and his look and mental state cannot threaten other passengers;
- Upon available permit (the medical certificate, the Manifest) on air transportation signed by the doctor in charge of the case, the accompanying doctor and the passenger;
- Written confirmation of the airline on transportation based on medical documentation and the airline technical capability.
2.3. Medical drugs, the reclining wheelchair and crutches are carried in the aircraft cabin free of charge and do not make part of the free baggage allowance.
2.4 The visually impaired passenger (or the one with hearing disability) is accompanied by a person or (for visually impaired passengers) by the guide dog with a certificate of dedicated training. The dog is expected to have a collar and a dog extreme and to be adhered to an armchair at feet of the passenger whom it accompanies.
3. Processing formalities for the two special categories of passengers above
3.1. The air carrier dealing with special categories of passengers shall inform Yakutsk Airport on such passengers in advance stating their family name, flight number and route for taking adequate measures for their transportation aboard the aircraft.
3.2. Processing of special category passengers, their registration, screening and boarding the ramp bus to the aircraft take place in the local airlines area (screening area #1).
3.3. Upon arrival of information on the special category passenger with medical conditions the head of the shift sends an agent for arrangement of passenger carriage to get the registration documents required from that passenger or person accompanying him (her).
3.4. For registration of a passenger with medical conditions requiring specific terms and conditions for air transportation the agent for arrangement of passenger carriage informs that passenger or the person accompanying him/her that Yakutsk Airport does not bear any responsibility before that passenger for the effect of her/his air transportation. In this connection the agent asks the passenger or the accompanying person to present the Disability Notification Card from a doctor for that passenger (a copy of the Card attached to the Passenger Manifest).
3.5. Head of the shift of service for arrangement of passenger carriage sends porters (2 at least) for taking the passenger in a wheelchair from the local airlines waiting area to the aircraft for boarding. The transportation of the passenger with medical conditions in a wheelchair to the aircraft and his boarding are first priority and take place before the other passengers.
3.6. For transportation of visually impaired passengers (or passengers with hearing disability) head of the shift of service for arrangement of passenger carriage sends an agent for accompanying that special category passenger from the Local Terminal to the aircraft and for his boarding the aircraft. The transportation to the aircraft and boarding of the visually impaired passengers (or passengers with hearing disability) are first priority and take place before the other passengers. The ramp bus takes such passengers to the aircraft.
3.7. When visually impaired passengers (or passengers with hearing disability) travel accompanied the responsibility for their transportation and boarding the aircraft is vested with the accompanying person. When special category passengers are travelling unaccompanied the agent for arrangement of passenger carriage and the representative of the air carrier accompany such passenger to the aircraft and transfer him to a crew member.
4. Meeting special category passengers
4.1. The air carrier company for transportation of special category passengers is obliged one hour prior to the arrival of the aircraft inform the Yakutsk Airport service for arrangement of passenger carriage of such passengers stating their names, flight number, airport of departure for taking the required measures for their transportation from the aircraft.
4.2. Head of the shift of service for arrangement of passenger carriage sends porters (2 at least) for disembarkation of the passenger in a wheelchair from the aircraft and his transportation to the Air Terminal. The transportation from the aircraft and disembarkation of the passenger with medical conditions in a wheelchair takes place after the other passengers.
4.3. For transportation of visually impaired passengers (or passengers with hearing disability) with the guide dog head of the shift of service for arrangement of passenger carriage sends an agent for accompanying that passenger from the aircraft to the Terminal. The transportation from the aircraft and disembarkation of the visually impaired passengers (or passengers with hearing disability) are after the other passengers disembark. The apron bus takes such passengers.
4.4. For transportation of visually impaired passengers (or passengers with hearing disability) accompanied by another person the responsibility for the special category passenger is vested with the accompanying person. The agent for arrangement of passenger carriage and the representative of the air carrier accompany special category unaccompanied passengers from the aircraft and transfer them to those who meet them.
5. Transportation of stretcher passengers with medical conditions
5.1. Stretcher passengers with medical conditions are admitted for air transportation only upon compliance with the following regulations:
- a permit (medical certificate, declaration) on air transportation signed by the doctor in charge of the case, the accompanying doctor and the passenger or the person accompanying that passenger;
- written confirmation of the airline on transportation based on medical documentation and the airline technical capability;
- the passenger must be accompanied.
5.2. Screening, registration and transportation of stretcher passenger to (from) the aircraft, his boarding or disembarkation are carried out by the air carrier company and the persons accompanying that passenger.
Note: Airport Yakutsk Public JSC bears no responsibility for transportation of the stretcher passenger to (from) the aircraft and his boarding (disembarkation).
6. Transportation of pregnant women
Transportation of pregnant women takes place under the condition that it is no later than 4 weeks before the expected date of delivery or when there is no danger of premature birth. This information confirmed by the medical certificate may be requested by the air carrier in the process of taking a decision on transportation.
7. Transportation of blind/deaf passengers
For transportation of a blind/deaf passenger the air carrier may require the respective document and the accompanying person. When a blind (deaf) passenger travels with a guide dog the dog is carried free of charge in the passenger cabin of the aircraft and does not make part of the free baggage allowance, under the condition that:
- a certificate of dedicated training of the dog is presented;
- during the flight the dog has a dog extreme and the leash is adhered to an armchair at feet of the passenger whom it accompanies.
